Models and methods for managing the institutional and regulatory framework to advance artificial intelligence and robotics technologies

Abstract. The research relevance stems from the global transition toward a data economy and the accelerating pace of physical artificial intelligence development, which demands the advanced formation of an institutional and regulatory framework for manufacturing AI systems and robotics in the region.
Aim. The study aims to synthesize theoretical principles and formulate management models and methods for scaling this new sector within the regional economy.
Materials and methods. Evolutionary institutional theory, the concept of anticipatory regulation, the theory of regional innovation systems; agent-based modeling, structural modeling with intelligent support, foresight, and comparative analysis of regulatory practices.
Results. The research introduces a typological model for regulatory approaches, a framework for multilevel institutional design, a model for experimental legal regimes, and a model for a regional center of competence. It also systematizes the instruments of “soft law,” tax incentives, standardization, and human resource development.
Conclusions. An adaptive hybrid approach has been justified, seamlessly integrating federal framework standards with regional specificities. The study defines regional priority directions, which include creating experimental legal regimes within clusters, establishing centers of competence as integrators, driving voluntary standardization, and providing anticipatory workforce training aligned with the 2030 forecast.
