Rural territories management: problems and directions for improvement

Abstract. In many rural areas in Russia, crisis phenomena continue that cannot be stopped, despite the implementation of many programs. In this regard, the next stage of reforms aimed at the socio-economic development of rural areas is currently being implemented. These include the transition from the historically established four-level administrative structure to a three-level one, the consolidation of municipalities, and the creation of rural agglomerations. The listed and other structural transformations contribute to a significant transformation of the system of management of rural areas. Thus, municipal authorities are actually completely turning into lower levels of government. They are increasingly moving away from the population and becoming less controlled by local communities. In general, the main feature of the changes taking place in the management system of rural areas is that they do not take into account global trends in the area under consideration. Taking these into account, the article identifies problems and expedient directions for the development of this system in the country.
