Направления экспортных поставок продукции, выпускаемой в Российской Федерации, за последние четыре года претерпели существенные изменения. Авторами определены доли объемов производства основных видов товаров лесопромышленного комплекса (ЛПК) России, поставляемых на экспорт. Выполнен анализ объемов продукции, экспортируемой морским путем. Определены направления поставок продукции ЛПК. Выделены направления отгрузки основных экспортоориентированных видов продукции: пиломатериалов и фанеры. Установлены основные порты, обслуживающие лесные грузы, указана их загрузка. Систематизирована информация о мерах поддержки производителей продукции в сфере ЛПК. Определены предельные объемы поставок продукции ЛПК морским путем при сохранении текущих геополитических условий. Сформулированы основные факторы, сдерживающие развитие экспортных поставок и негативно влияющих на развитие морских экспортных поставок в целом. Цель исследования – анализ ситуации в области морских поставок продукции лесопромышленного комплекса РФ в санкционный период без учета контейнерных перевозок. Методы исследования. Исследования проводились на основе абстрактно-логического, аналитического методов и метода анкетирования. Результаты. Определены основные пути поставок продукции ЛПК морским путем для пиломатериалов и фанеры. Составлен перечень основных портов России, обрабатывающих лесные грузы. Установлены параметры грузооборота в этих портах. Длительное субсидирование морских перевозок может привести к искажению оценки маржинальности продукции ЛПК. Заключение. Анализ показывает, что в 1 квартале 2024 г. рост отгрузок продукции ЛПК наблюдался только в Арктической зоне. На долю морских перевозок, без учета контейнерных отгрузок, приходится всего около 20 % от общего объема экспортных поставок и начиная с 2018 г. фиксируется снижение грузооборота продукции ЛПК. Существует опасность, что развитие процессов субсидирования морских перевозок лесных грузов может дать обратный эффект, когда маржинальность продукции будет определяться не эффективностью использования сырья на предприятиях, а размером субсидий.
The destinations of products exports manufactured in the Russian Federation have undergone significant changes over the past four years. The authors have calculated the share of production for the main types of products from the Russian timber industry that are exported. An analysis of maritime export volumes has been carried out. The directions for timber industry product deliveries have been determined. The directions for shipping the main export-oriented products, lumber and plywood, have been identified. The main ports serving timber cargoes have been identified and their loading indicated. Information on support measures for timber industry producers has been systematized. The maximum volumes of timber industry products that can be shipped by sea, while maintaining the current geopolitical situation have been determined. In general, the main factors hindering the growth of export shipments and negatively affecting the development of maritime exports have been identified. Research objective. The purpose of this study is to analyze the situation in the field of maritime shipping of timber products from Russia during the period of sanctions, with the exception of container transportation. Research methods. The research was conducted using a combination of abstract-logical and analytical methods, as well as questionnaires. Research results. The main shipping routes for timber and plywood have been identified. A list of Russia's main ports handling timber cargoes has been compiled. The cargo turnover parameters for these ports have been established. Long-term subsidisation of maritime transport may lead to a distortion in the assessment of the profitability of forest industry products. Conclusion. The analysis shows that in the first quarter of 2024, the growth of LPP product shipments was observed only in the Arctic zone. Sea transportation, excluding container shipments, accounts for only about 20% of the total volume of export shipments, and since 2018, there has been a decrease in the cargo turnover of LPP products. There is a risk that the development of subsidies for sea transportation of forest products may have the opposite effect, where the profitability of products will be determined not by the efficiency of using raw materials at enterprises, but by the size of the subsidies.
